§ Mr. W. S. MORRISONAs regards the first part of my hon. Friend's question, I would refer to the answer I gave yesterday to questions by the hon. and gallant Member for Nuneaton (Lieut.-Commander Fletcher) and the hon. Member for South Kensington (Sir W. Davison). As regards the second part, I fear that the subject matter would not lend itself to the course which my hon. Friend suggests, but I may refer him especially to paragraphs 27 to 30 of the report in which the committee describe the plan of the draft Bill and to paragraph 201 where they include a list of the amendments proposed which they consider to be of most practical importance.
