asked the President of the Board of Trade whether he is satisfied that the Anglo-Rumanian Payments Agreement is being faithfully carried out?

Mr. RUNCIMAN

£131,750 has been paid in respect of old debts which were due on 15th August, 31st August and 15th September. The monthly instalment, amounting to about £7,000, due on 15th October, has not yet been received and this matter and the amount which should be provided to pay for current trade is under discussion with the Rumanian Government. The sum of £270,000 is due to be paid on 1st November. Payments to creditors in this country out of the above-mentioned sums are made on authorisations issued by the Rumanian National Bank, and though until recently there has been considerable delay, substantial payments are now being made.

Will my right hon. Friend bear in mind that the delay is causing considerable hardship and difficulty to our exporters?

Yes, I am fully aware of that.
