(for Mr. JOHN RUTHERFORD) asked the First Commissioner of Works whether, in view of the introduction of a speed limit of 30-miles-per-hour in built-up areas, he will, in conformity with this, raise the speed limit in the Royal Parks from 20 to 30 miles per hour.

As at present advised, I do not contemplate any change in the speed regulations in the Royal Parks where very special conditions arise.

In view of the fact that every single motor car that enters the Royal Parks exceeds 20 miles an hour, will the right hon. Gentleman make some by-laws and regulations more in conformity with custom and practice?

I have nothing to add to my answer. It is a question of the enforcement of the law, and, as a matter of fact, I think that on the more dangerous stretches of road, where children and perambulators cross, the speed limit is very strictly enforced.

Would my right hon. Friend consider introducing the "gongsters" into the parks?

I do not think that is necessary. Park-keepers, in addition to the police, have powers, and I think they are properly enforced where they should be enforced.
