asked the Secretary of State for Dominion Affairs whether the text of the Native Bills in South Africa bas reached him; and whether, according to his information, the five-and-a-half million natives of the Union are to have any representation in the legislature other than through four elected European members and four nominated European members in the Senate?

I have received a copy of the report of the Joint Committee of the Union Parliament, which includes certain draft Bills described as being "a basis for legislation." One of these draft Bills concerns the representation of natives. It provides for the representation to which the hon. Member refers; it also provides that no person already registered as a Parliamentary voter shall at any future registration of Parliamentary voters be refused registration merely because he is a native.
