asked the Under-Secretary of State for Scotland whether he has considered the decision of the Small Burghs Committee of the Convention of Royal Burghs that the Local Government (Scotland) Act of 1929 is in need of drastic amendment; and whether he will consider the desirability of setting up an investigation into this matter?
