asked the Secretary of State for Scotland whether he will introduce regulations making it compulsory for city corporations to grant compensation for disturbance to shop keepers under the Housing (Scotland) Act, 1930?

There is no statutory authority authorising me to introduce regulations such as are referred to.

May I ask my right hon. Friend whether the powers are not contained in Section 41 of the Housing Act, and will he not encourage local authorities to put them into force?

I have no statutory power, but I will direct my attention to the matter again in view of what the hon. Member has said.
