asked the Minister of Transport whether he will take the necessary steps to ensure that tradesmen and other lorry owners who lend their vehicles for conveying children in connection with Jubilee celebrations organised by the local authority will not be infringing the law with regard to insurance; and whether he is aware of the inconvenience and hardship that will be caused if transport facilities of this nature are not made available?

I have no authority to vary or modify the provisions of Part II of the Road Traffic Act, 1930, in regard to insurance against third party risks arising out of the use of motor vehicles upon the public roads.
