§ Mr. SHAKESPEAREMy right hon. Friend understands that permission to construct the proposed motor-race course has been given by the Portslade-by-Sea Urban District Council. As regards the second part of the question, schemes are in preparation, and development is subject to control by the local authorities, over the whole of the South Downs.

§ Mr. SHAKESPEAREThere are powers conferred by town planning legislation, but unfortunately the joint committee are not functioning. We are using all our influence to get that committee to function again.
