Sir H. YOUNGThese arrangements will be in the hands of the local authorities and their officers, who are well accustomed to house to house inspection for various purposes. I will, however, draw their attention to such obvious safeguards as the issue of written authorities to their officers and the communication in writing to the occupiers of the probable date of visit.
