1. Mr. T. WILLIAMS

asked the Secretary of State for Foreign Affairs whether any representatives of His Majesty's Government, during the past three years, have submitted proposals to the League of Nations at Geneva favouring the internationalisation of civil aviation; if so, on what date; and when was the proposal discussed and with what result?

The LORD PRIVY SEAL (Mr. Eden)

His Majesty's Government have several times proposed that the effective supervision of civil aviation to prevent its misuse for military purposes should be studied by the Permanent Disarmament Commission. The suggestions put forward by His Majesty's Government in regard to the supervision or control of civil aviation will be found in Cmd. 4189 of November, 1932, Cmd. 4279 of March, 1933, and Cmd. 4498 of January, 1934.

Have the Government ever definitely proposed internationalising civil aviation, as distinct from mere supervision?

Mr. EDEN

These proposals relate to supervision or international control of civil aviation, not internationalisation.

Mr. WILLIAMS

Do we understand then that the present Government have never proposed internationalising civil aviation?

Mr. EDEN

The hon. Member will be wiser to study my answer before he comes to that conclusion.
