Lords Amendment: In page 12, line 22, leave out "exceeding," and insert "more than."

Mr. BUTLER

I beg to move, "That this House doth agree with the Lords in the said Amendment."

This is a drafting Amendment.

Mr. CHURCHILL

What is the purpose of this Amendment? I understood that we were to have an explanation from the Under-Secretary on these Amendments and that if an Amendment was purely drafting, he was to state so to the House.

Mr. BUTLER

I think I actually did use the word "drafting" in reference to this Amendment, and I do not think it can be made out to be anything other than drafting.
