33. Mr. MABANE

asked the Minister of Transport whether he is aware that the speed limit of 30 miles per hour in built up areas is in danger of falling into equal contempt with the old 20 miles per hour limit, owing to the fact that local authorities are refusing to avail themselves of the discretionary powers granted to them under the Act, but are for the most part automatically imposing restrictions where street lighting exists but where no speed limit is necessary, and not imposing restrictions where no street lighting exists but where a speed limit is necessary; and whether he will therefore consider taking additional powers to secure that restricted and de-restricted roads are properly regulated in order that the 30 miles per hour limit may be willingly observed wherever it is in force?

Local authorities throughout the country have already made a number of orders with my consent which vary the automatic operation of the Act and many more orders are in prospect.
