asked the President of the Board of Education in how many cases during the last three years the Board has refused to give its assent to proposals received from local education authorities for the appointment of teachers in excess of the approved establishment in their respective areas; and which were the local authorities concerned?

Mr. STANLEY

The official records in my Department have not been designed to cover this point, but I am sending the hon. Member a list of 12 cases in which, during the last three years, the Board have refused to sanction appointments in excess of the previously approved establishments.

19. Mr. EVANS

asked the President of the Board of Education in how many cases the Board has during the last three years required local education authorities to reduce the number of teachers employed in their respective areas, and which were the local education authorities concerned?

Mr. STANLEY

During the last three years the Board have asked 137 local education authorities to reconsider the staffing of their schools in order to secure a reduction of the number of teachers, which the Board regarded as excessive. The Board have, however, in all cases made it clear that they contemplated that any such reduction should be effected, not by dismissals, but by not filling vacancies due to retirements, resignations, and by transfers. I am sending the hon. Member a list of the local education authorities concerned.
