asked the President of the Board of Education whether the policy of taking into consideration disability pensions in assessing grants in connection with scholarships won by elementary schoolchildren is one generally applied by local authorities and is done with the consent and approval of the Board; and whether he will take steps to stop this practice?

Mr. STANLEY

I have no information as to the practice of local education authorities generally in this matter. In cases where authorities have expressed a desire to exclude disability pensions in assessing the amount of aid to be given to a scholarship-holder the Board have given their approval to this course. The matter is one which falls within, and in my opinion should be kept to, the discretion of the authorities.
