asked the Secretary of State for Scotland whether he has considered a communication from the town council of Kirkwall drawing attention to the adverse effect of the Local Government (Scotland) Act, 1929, on the finances of Kirkwall, and asking for an inquiry into the results of the working of the Act; and what action he intends to take in the matter?

The answer to the first part of the question is in the affirmative. The town council has been informed that early steps will be taken, as required by the Act of 1929, to investigate its financial working in consultation with local authorities before the expiry of the second fixed grant period on 15th May, 1937.
