43. Mr. MANDER

asked the Secretary of State for Foreign Affairs whether he will consider the advisability of proposing to the Council of the League of Nations that a neutral commission should be appointed to investigate the problems arising out of the present dispute between Italy and Ethiopia and Italy's colonial requirements for surplus population generally, and to make recommendations for an agreed settlement?

Mr. EDEN

I can assure the hon. Member that all possible means of promoting an agreed settlement of the dispute will be considered by His Majesty's Government.

Mr. MANDER

Might not this be an appropriate occasion to try to put into operation Article 19 of the Covenant through some such machinery as is suggested?
