asked the Prime Minister whether he will consider the desirability of moving to set up separate select committees on Estimates to examine and report upon the several classes of Estimates before they are submitted to the Committee of Supply?

I am unable to adopt this course. A similar suggestion was carefully considered in 1932 in connection with the recommendations of the Select Committee on Procedure, but His Majesty's Government did not feel able to adopt it as it involved a major departure from present constitutional practice and was otherwise open to serious objection. I am sending my hon. Friend a copy of a statement made in the House on 2nd May, 1933, when announcing the decision of His Majesty's Government.
