§ Mr. BUTLERI should explain that the Provincial Governments are not, of course, reporting direct on this matter to my Noble Friend, but I am informed that the Government of India have now received the proposals of all the Provinces concerned, and are actively considering them. My Noble Friend 533 hopes to receive their recommendations in time for him to submit his proposals to Parliament by the date required by the Act. I have no reason to suppose that either the Provinces or the Government of India are failing to give the very fullest consideration to this problem.
