asked the Under-Secretary of State for India whether he can yet say if all the Provincial Governments have yet reported on the areas for partial exclusion or total exclusion; and whether he can yet judge if each province has given adequate consideration to this problem?

2. Wing-Commander JAMES

asked the Under-Secretary of State for India whether the survey being carried out by the Provincial Governments into the backward areas is proceeding satisfactorily; and when he expects to receive the report?

Mr. BUTLER

I should explain that the Provincial Governments are not, of course, reporting direct on this matter to my Noble Friend, but I am informed that the Government of India have now received the proposals of all the Provinces concerned, and are actively considering them. My Noble Friend hopes to receive their recommendations in time for him to submit his proposals to Parliament by the date required by the Act. I have no reason to suppose that either the Provinces or the Government of India are failing to give the very fullest consideration to this problem.
