7. Mr. DOBBIE

asked the Secretary of State for Dominion Affairs whether in view of the concern expressed at the January session of the League of Nations Council regarding the proposals in the legislative assembly of the mandated territory of South-West Africa for the constitution of that territory as a fifth province of the Union of South Africa, he will discuss this matter with General Hertzog during his forthcoming visit to this country?

Mr. M. MacDONALD

I understand that at its meeting on the 19th January the council directed that the observations of the Permanent Mandates Commission op the various territories dealt with, which included South-West Africa, should be communicated in each case to the Government of the mandatory power concerned. The matter is therefore now one for His Majesty's Government in the Union of South Africa.

May I ask whether this is one of the matters which will be discussed between the Dominions Office and the Prime Ministers of New Zealand and the Union of South Africa on their visit to this country?

Mr. MacDONALD

If the Prime Minister of the Union wishes to discuss the matter we shall be ready to discuss it with him.
