§ Following is the statement:
§ The numbers of persons insured against unemployment are ascertained 1153 only once each year, at the annual exchange of unemployment books at the beginning of July. The estimated numbers of insured persons, aged 16–64, in Lancashire in July, 1931, and July, 1934, and the numbers of such persons recorded as unemployed at 21st December, 1931, and 25th February, 1935, were as shown below:
