§ Mr. HORE-BELISHAIt rests with the head of each Department to determine whether, and if so upon what conditions, an officer of his Department may become a candidate for or serve on any local council, provided that the duties involved in such candidature or service do not conflict with the personal performance of the officer's duties to his Department. In accordance with this general principle, certain Departments whose activities are closely connected with those of local authorities have decided that it is undesirable for their officials to serve on such authorities.
