asked the Secretary of State for Scotland if he has received a copy of the report of the Scottish National Develop- ment Council on Rating Reform; and whether he proposes to take any steps to reform the present system along the lines of either the majority or the minority recommendations, or otherwise?

I have received, and given careful consideration to, the report referred to in the question. Alteration of the existing rating system on the lines of either the majority or the minority recommendations presents very serious difficulties, and I cannot hold out any hope of early legislation on the subject. I am, however, considering the question of amending the Valuation Acts in certain respects.
