Mr. RUNCI MANIt is not possible in an answer to a Parliamentary question to explain at length all the difficulties. It will perhaps convince my hon. and gallant Friend that this is not a matter on which a hasty decision should be taken if I say that it is by no means certain that his proposal will commend itself to many important interests in this country, and that it presents considerable practical difficulties. As regards the last part of the question, I shall be happy to look into any cases brought to my notice.
