asked the Secretary of State for Foreign Affairs (1) whether, in accordance with the spirit of the Nine-Power Treaty concluded at Washington in 1922, he will take steps to arrange for a conference of the signatories thereof in order to review recent events in the Far East, to endeavour to settle questions still outstanding, and to prevent disputes arising in future;

(2) whether there are any, and, if so, which of the signatories of the Nine-Power Treaty concluded at Washington in 1922 with whom he has not been in consultation with regard to recent events in the Far East, as provided for in Article 7 of the Treaty?

The Sino-Japanese dispute has, since its inception, formed the subject of "full and frank communication" between His Majesty's Government and all the other signatories of the Nine-Power Treaty. I do not consider that any useful purpose would be served by such a step as my hon. and gallant Friend suggests.
