asked the Minister of Transport whether, according to the official view, the highway is regarded as extending from hedge to hedge, so that the parking of cars by motorists on the grass verge of a road is illegal; and what steps he has taken to make this view generally known?

My hon. Friend's question deals with points of law, on which I have no authority to express an opinion, but I believe that verges are usually part of the highway and drivers of cars can be prosecuted for obstruction if obstruction is caused.
