GILMOURThis matter has been discussed at a conference of the Government Departments concerned and representative chief constables, and as a result I propose at an early date to circulate to the local authorities, who have powers of control over commons, a memorandum containing advice as to measures of fire prevention and methods of combating fires on heaths and commons.
