§ Mr. RUNCIMANThis matter cannot cannot be usefully investigated except in relation to particular classes of goods of which imports at low prices give rise to complaint. Such inquiries are a matter in the first, instance for the Import Duties Advisory Committee, who have in a number of cases recommended increased duties on the ground that goods were being imported at unduly low prices
