§ Mr. ELLIOTWhen the Wheat Bill was before the House, careful consideration was given to representations on this subject, but it was found impracticable to make provision for exempting from the quota payment flour used for industrial purposes such as sizing. After re-examination of the position, I regret that I cannot see my way to take action on the lines suggested.
