asked the Secretary of State for Foreign Affairs if his attention has been called to the anti-God broadcast in English on Easter Sunday from the Soviet wireless station at Noginsk; and if, seeing that this constitutes a breach of the Lucerne agreement on broadcasting, he will make representations to the Soviet Ambassador in this country?

The International Broadcasting Convention signed at Lucerne last year contains no clause which could be said to be contravened by the speech mentioned by my hon. and gallant Friend. The Convention, I understand, deals solely with wave-lengths.
