asked the Minister of Labour how many permits have been applied for by representatives of German firms for the admission to this country of key-employés to be employed in German-owned factories in Lancashire and Yorkshire for the manufacture of textile goods; and whether he will state the policy of the Ministry in relation to such applications?

Applications for permits for key workers in several branches of the textile trade have been made within recent years; a few of these may have been for German-owned factories in Lancashire and Yorkshire; but I am unable to give separate statistics. Such applications are granted only where I am satisfied that the services of the foreigners are necessary to the establishment or working of the factory and that suitable British subjects are not available for the purpose.
