asked the Secretary of State for Scotland whether he is aware of the alarm created in Banffshire by the publication of the draft scheme which has been prepared by the Educational Endowments (Scotland) Commission for the future administration of the educational endowments in the county; and if he will state what measures he has taken, or will take before the scheme is approved, to ascertain the opinion of educational and other interests in Banffshire as to the justice or expediency of the proposals contained in the scheme?

I am aware that the draft scheme has been prepared by the commissioners who will consider any objections. The scheme thereafter will be submitted to the Scottish Education Department, when any public body or persons interested will have the opportunity of making representations to me. I can assure the hon. Member that all such representations will be duly considered before a final decision is taken.

Will the Scottish Education Department communicate with the different authorities in Banffshire on their own initiative?

I prefer to wait until the scheme has been submitted to the Department.
