asked the Financial Secretary to the War Office the reasons why it has been decided not to carry out the suggestion that Sandhurst and Woolwich should be amalgamated?

I will ask my hon. and gallant Friend to await the introduction of next year's Estimates, when I shall have an opportunity of dealing with this subject at length.

Can my hon. Friend give no reason whatever at the present time for arriving at this decision?

Mr. COOPER

I do not think it is necessary to give any reasons in answer to a question. We are not making any very violent or drastic change, and the whole subject is one of great complication and cannot possibly be adequately and fairly dealt with by way of question and answer.
