20. Mr. ALEXANDER RAMSAY

asked the President of the Board of Trade if, in negotiating new foreign trade agreements, he will provide specifically that out of the proceeds of foreign sales in this country there will he set aside sufficient currency to meet liabilities incurred in respect of foreign purchases of British goods?

Mr. RUNCIMAN

In all such negotiations His Majesty's Government will continue to bear in mind the difficulties arising out of exchange restrictions, with a view to securing the best arrangements possible for United Kingdom trade.

Mr. RAMSAY

Is the right hon. Gentleman aware that these trade agree-merits are of very little value unless steps are taken to remove currency restrictions?

Mr. RUNCIMAN

I could not agree with the hon. Member's opinion.
