I beg to move, in page 44, line 18, at the end, to add the words: Provided that a county councillor elected for an electoral division consisting wholly of a county district or of some part of a county district shall not vote on any matter involving only expenditure on account of which the county district is not, for the time being, liable to be charged. The purpose of this Amendment is, I think, clear. A similar proviso was in the Bill as it was originally introduced. In the words which it is now proposed to insert there are two slight alterations from the original proviso. I have inserted the word "only" after the word "involving" at the request of the Association of Municipal Corporations, and I understand that the Minister has no objection to that alteration. I have also taken out the words "with reference to the county," which appeared at the end of the original proviso, as those words are regarded as redundant.

The slight change which was made in the original draft of the Bill was due to my own intervention in the matter but since then, having been in consultation with the County Councils' Association, I find there is a weight of opinion on the other side as to the inclusion of these words, and I recommend the Committee to accept the Amendment.
