asked the Secretary of State for the Home Department when it is proposed to introduce legislation to carry out that part of the Report of the Royal Commission on Licensing relating to clubs?

The UNDER-SECRETARY of STATE for the HOME DEPARTMENT (Mr. Douglas Hacking)

No such legislation could be introduced this Session, and my right hon. Friend is not in a position to commit the Government in regard to the future.

Does not the right hon. Gentleman think, as there are so many Members who are deeply interested in this question, it would be a good thing to bring in a Bill dealing with the whole of the Report of the Royal Commission?

Mr. HACKING

Whether it is a good thing or not, the fact remains that there is no time this Session.

Viscountess ASTOR

Will the right hon. Gentleman see that the Government do not bring in part of the recommendations of the Royal Commission, which have been ruined by members of the drink trade in Committee upstairs?

Mr. HACKING

I do not admit that the Government have brought in part of it.
