asked the Secretary of State for Foreign Affairs what notice would have to be given in respect of each of the permanent members of the Council of the League of Nations if a decision was reached to apply in respect of any one of them an international embargo on their exports?

Any answer to this question must necessarily be of a somewhat hypothetical nature, but I am not aware of any relevant treaty provisions prescribing a specific period of notice.
