§ Sir J. GILMOURProposals for a revision of the rules are now under consideration, and I hope to be able to lay before Parliament a draft of the revised rules at an early date. I may say that the main objects are to consolidate the several sets of existing rules and to make certain modifications of the rules of 1899 to bring them into conformity with modern prison conditions.
