asked the Secretary of State for Foreign Affairs whether his attention has been called to the proposed sale by the Soviet Union of its rights in the Chinese Eastern Railway to Japan; and whether, in view of the unanimous report of the Assembly of 24th February, he will request the Advisory Committee of the Assembly to declare that all the States which have accepted the Assembly report are bound to consider any such transaction as not valid and not affecting any Chinese or foreign interests or the legal situation that existed before 18th September, 1931?

It is not clear to me that action by the Assembly Committee as suggested by the hon. Member would be appropriate in the circumstances.
