Sir H. YOUNGI have arranged to discuss this matter this week with representatives of the Central Associations of local authorities concerned and the London County Council. Representations have been made to me on behalf of certain areas with low poundage rates and these will be given due weight in the discussions.

§ Mr. THORNEWhen the right hon. Gentleman is making this alteration concerning the block grant, is it intended to make it obligatory or voluntary?
