asked the Minister of Transport the reasons for the retention and enforcement of the prohibition of taking photographs or making sketches within the precincts of Ramsgate Harbour; and whether he will issue in- structions for a relaxation of these orders?

Mr. STANLEY

The general practice is to allow persons desiring to take photographs or make sketches within the precincts of Ramsgate Harbour subject to appropriate conditions. I cannot find that any complaints of their treatment have been made by such persons, but if the hon. and gallant Member has any specific case in mind, perhaps he will furnish the particulars.

26. Captain BALFOUR

asked the Minister of Transport if he is aware that harbour dues of approximately£2 were levied on the owner of a barge which in a recent storm made for Ramsgate Harboar in a state of distress, was severely damaged through fetching up against the stone harbour works, and is now lying a partial wreck; and whether, in view of the hardship on the owner by this charge and of the fact that Ramsgate is a harbour of refuge, he will remit this sum?

Mr. STANLEY

I have looked into the matter to which my hon. and gallant Friend's question relates, and, in the special circumstances of the case, I have given instructions that, as an act of grace, the harbour dues paid shall be refunded to the owner of the barge.
