asked the First Lord of the Admiralty whether, in view of the few occasions during the current financial year that His Majesty's submarine "X]" has been to sea, he will give the reasons for the retention, as her commanding officer, of a commander, Royal Navy, on full pay?

Submarine "X]" is of a special type, and, in order that the officer, who would command her if brought to full commission, may be conversant with his ship, a Commander is appointed in command of this submarine while she is in reserve with special complement.
