asked the President of the Board of Trade what steps have been taken by his Department to prevent the injury to the export cotton trade of Lancashire by the imposition of new duties by China?

Dr. BURGIN

Questions arising out of these new duties have been discussed with the Chinese Minister of Finance during his recent visit to this country, and these discussions will be continued.

Sir J. HASLAM

Has it been pointed out to China that in attempting to hurt an enemy country she is penalising a country that has been one of her best friends in the past?

Dr. BURGIN

I have no doubt that that consideration has been borne in mind.
