BETTERTONThe Department have not in the past seen their way to incur the very considerable expense of providing lavatory accommodation for members of the public attending at Employment Exchanges. I recently had occasion to consider this point, owing to representations that were made to me from several quarters, and felt bound to reaffirm the previous decision. I regret, therefore, that I cannot reconsider the decision in the case of Walsall.
