3. Mr. GODFREY LOCKER-LAMPSON

asked the Secretary of State for Foreign Affairs whether he will bring to the attention of the Assembly or Council of the League of Nations, under Article 11 of the Covenant, the dissatisfaction of certain of the great Powers with the present procedure and scope of the League which threatens to disturb the good understanding between nations?

Sir J. SIMON

I have nothing to add to the answers already given to my right hon. Friend in reply to questions affecting the procedure and scope of the League of Nations.

Mr. LOCKER-LAMPSON

Will my right hon. Friend give an undertaking that no pact in this matter will be made with any of the great Powers before the Government lay their proposals about the League at Geneva?

Sir J. SIMON

I think my right hon. Friend can rest assured that in a matter of this gravity the greatest circumspection will be used, and I can assure him that nothing of the sort that he anticipates is likely to be sprung on the House.

Is my right hon. Friend aware that many of us think it essential that the League of Nations should be re-formed to include the whole of the great Powers?
