asked the Secretary of State for Foreign Affairs if he will consider the desirability of making representations to the Brazilian federal government to bring pressure to bear upon its component states and municipalities to honour their loan engagements?

The Brazilian Government are endeavouring to effect a comprehensive plan for the settlement of all the external loans of the states and municipalities. Various schemes have, I understand, been discussed by the Commission which the Federal authorities appointed for this purpose some time ago. These discussions are still in progress, and pending their outcome I do not think that any useful purpose would be served by action on the lines suggested by my hon. Friend.
