§ Sir J. SIMONThe Brazilian Government are endeavouring to effect a comprehensive plan for the settlement of all the external loans of the states and municipalities. Various schemes have, I understand, been discussed by the Commission which the Federal authorities appointed for this purpose some time ago. These discussions are still in progress, and pending their outcome I do not think that any useful purpose would be served by action on the lines suggested by my hon. Friend.
