We have now arrived at the last Clause of this very important Bill. We have been discussing the Bill all through the night, and now as the pale light of dawn is penetrating through the windows and, in the words of a distinguished Member, even illuminating the monstrosities on the Front Bench, this last Clause is a very important one.
