§ Sir H. BETTERTONYes, Sir. The reinsurance of this number of employés was effected in order to ensure an adequate margin of insured workers in the excepted grades. This step is required under a rule made in the interests of both employers and employed.
§ Mr. THORNEWould it not be better to invite all those who want to come into insurance to do so, instead of giving them cancellation certificates to put them out?
§ Sir H. BETTERTONThe hon. Gentleman has raised a very big question. I do not accept the conclusion which he sug- 2572 gests. I will send the hon. Member a circular which exactly explains the present position. If he has anything to say about it, I shall be glad to discuss it with him, but it is not a question that I can discuss by way of question and answer.
