As regards the second part of the question, seven Signatory Countries—Australia, India, Irish Free State, Belgium, Japan, the United States of America and the Union of Soviet Socialist Republics—have not yet ratified the Convention for the Safety of Life at Sea.
§ Lord APSLEYCan the right hon. Gentleman say whether those countries that have ratified the convention are taking any action such as raising of pilotage dues against ships coming from those countries that have not yet ratified?
