asked the President of the Board of Trade the number of instances, with the names of countries affected, where there has been a departure by voluntary arrangement from the Ottawa Agreements?

Mr. RUNCIMAN

His Majesty's Government in the United Kingdom have agreed to forgo, so long as this country is not in a position to supply Canada's requirements, the preference accorded by Canada to United Kingdom nitrate of soda, when imported for use as a fertiliser or for the manufacture of explosives. They have also agreed to the withdrawal of the preference accorded by Canada in respect of Colonial crude peanut oil as described in the Trade Agreement. Canada has agreed that the preference on shooks in certain West Indian Colonies should not extend to white oak shooks for the manufacture of rum puncheons. I would refer in this connection to the reply I gave on 28th March to questions by my hon. Friends the Members for Birkenhead, East (Mr. White) and Bradford, South (Mr. Holds-worth), in regard to certain consultations between the two Governments which are still proceeding.

Does that mean that the Ottawa Agreements have broken down already?

Mr. RUNCIMAN

No, they are live properties, which we improve from time to time.
