HC Deb 24 November 1932 vol 272 c228
28. Mr. TOUCHE

asked the Minister of Transport if he is aware that motorists are uncertain whether in the case of traffic signals with three lights they may pass the yellow light when the signals are changing from green to red; and if he will issue regulations to make the position clear?

Lieut.-Colonel HEADLAM

I was not aware of any general uncertainty as to the meaning of the yellow light shown after the green light. Explanations have appeared in the Press on various occasions. The amber light means "stop," unless at the moment when it first appears a driver is so close to the signal that he cannot stop with safety. When the Highway Code is revised I will consider the question of giving the matter further publicity by dealing with it in the code.
